The Management Structure of the MRC is mainstreamed into the management structure of the Federal Ministry of Labour and Employment. At the political helm of its affairs is the Honourable Minister of Labour and Employment and the Honourable Minister of State for Labour and Employment.
The Permanent Secretary bridges the political and administrative aspects of the work of the entire Ministry including the MRC. The Permanent Secretary achieves the office responsibilities through the Director (Employment and Wages, Department) who directly supervises the activities of the Ministry's Staff assigned to the MRCs.
The Honourable Minister
Sen.Dr.Chris Nwabueze Ngige, MD, OON,KSJ is the Honourable Minister of Labour and Employment of the Federal Republic of Nigeria, a gallant and refined politician and a medical doctor par excellence.
He is a graduate of Medicine from the University of Nigeria Nsukka in 1979; he holds Bachelor of Medical and Bachelor of Surgery. He bagged a Diploma in Hospital Management, Pakistan National Public Administration (NIPA) Institute of Peshawar, Pakistan in 1990 and also a fellow of Pakistan Institute of Health Administrators.
Before he delved into politics, he had served as a Medical Director in different hospitals, from 1998 to 2003; he had been a Medical Director at Chriserve Clinics, Lagos and Pinkine Laboratories Limited, Lagos.
In addition, from 1996-1998,Ngige served as Deputy Director of Hospital Services, Federal Medical Centres/Teaching Hospitals, Federal Ministry of Health Headquarters, Abuja. He also served as Minister’s representative, Ministerial Task Force Committee on completion of University of Nigeria Teaching Hospital (UNTH),Ituku-Ozala, Enugu. Bayero University Teaching Hospital(BUKTH),Kano, Ahmadu Bello University Teaching Hospital(ABUTH),Zaria and also served as an adhoc lecturer on Budget, Contract Procedures to Administrative Staff College of Nigeria(ASCON),Badagry, Chief Medical Directors Course(1996).
As a Medical Director, Ngige was a Consultant and Assistant Director for Federal Medical Centres, Federal Ministry of Health, Abuja, Consultant-in-charge, Federal Government Staff Clinics in the states and the Presidency, Abuja, Physician in-charge, Federal Staff Clinics/Hospital 1004 Victoria Island, Lagos, Physician in-charge State House/Federal Government Special Guest House, Lagos, Physician in-charge, Federal Government Clinic, National Theatre, Tafawa, Square, Lagos, Physician to the Senate President, Medical Officer, National Assembly Clinic 1004 Victoria Island, Lagos and NYSC Medical Officer, National Assembly Clinic 1004,Victoria Island. Ngige retired from the Federal Civil Service as Deputy Director in the Federal Ministry of Health in 1999. He was also the World Grand President, University of Nigeria, College of Medicine Alumni Association (UNCOMA), March 2008-March 2014.
Ngige later turned to politics, becoming a founding member of the Peoples Democratic Party (PDP). In 1999, he was Assistant National Secretary and Zonal Secretary of PDP in the South-East of the region of the country. In 2003, he contested for Governorship seat in Anambra on the platform of Peoples Democratic Party (PDP) which brought him into power as the Executive Governor of Anambra State. During his rule as the governor of Anambra State from May 2003-March 2006, he was a member of the National Council of State, National Economic Council, member Nigeria Police Council and also exercised Executive functions in the Ministry of lands, Survey and Urban Planning, Ministry of Science and Technology, Ministry of Environment and Ministry of Economic Planning and Budget.
Dr. Ngige could succinctly be described as the proverbial ‘cat with nine lives’ because of the political turmoil that characterised his tenure as the Governor of Anambra State which he was undaunted and undeterred, despite his travail he prevailed and delivered dividends of democracy to his people.
This is a man that has come a long way in politics, despite his political travail, through thick and thin, he was able to weather the storm, he executed projects that have direct bearing on the lives of his people most especially rural infrastructure including road constructions in his state. For the record, Ngige will go down in history as one of the best governors in the eastern part of Nigeria that embarked on massive road projects which stimulated range of road constructions in the east of the Niger. He remains a reference point in Nigeria’s political arena because of the avalanche of achievements recorded during his tenure as the Governor of Anambra State. Ngige is remembered in Nigeria’s political circles as the governor who defied and refused to do the biddings of his political god-father Chris Uba and survived unsuccessful attempts to have him removed from office.

His populist programmes, sterling qualities, doggedness and determination to serve his people endeared the Anambrans from the Anambra Central Senatorial District to elect him as Senator on the platform of the hitherto Action Congress of Nigeria (ACN) now All Progressive Congress(APC)to represent them in the Upper Chamber of the National Assembly from 2011-2015.
During his sojourn at the Senate Chambers of the National Assembly, he served as the Vice Chairman, Senate Committee on Power, Steel Development and Metallurgy; he was also a member, Senate Committee on Public Affairs, Health, Trade &Investment, Capital Market, Science & Technology and Constitutional Amendment.
Ngige was first appointed Minister of Labour and Employment in November 11, 2015, by President Muhammadu Buhari. He is a member of the Federal Executive Council, Federal Republic of Nigeria.

The Honourable Minister of State - Prof. Stephen Ikani Ocheni
PROF. STEPHEN IKANI OCHENI Ph.d, FCNA, FCTI, FCPA. Hails from Uwowo town in Igalamela Odolu Local Government Area of Kogi State. Born 25th of June, 1959. He was a pioneer student of Idah secondary Commercial College, in 1974 and later obtained Higher National Diploma (HND) in Accountancy in 1983 from the Federal Polytechnic, Idah, Post-Graduate Diploma in Banking and Finance and a Master of science degree in Finance from Enugu state University and Technology in 1988 and 1991, respectively. He crowned his educational pursuit with a degree of Doctor of Philosophy (PHD) in Financial Management from the prestigious University of Nigeria, Nsukka in 2004.
Professor Ocheni worked as a lecturer in Accounting, Taxation and cost/Management Accounting with the Federal Polytechnic Idah between 1985 and 1992; he was the financial controller, World bank-Assisted programme in Essential Drugs in Kogi State, lokoja from 1992 to 1997 from where he joined Kogi state Civil Service as a Director, Office of the Accountant General, in 1997.
He served as the state program Accountant, United Nations Development Programme (UNDP) from 1997 to 1998. In 1998, he was appointed permanent secretary, Kogi State Service, and later transferred his services to the Federal Civil Service as a Deputy Director in 2003, where he was promoted Director (Finance and Accounts), the position he held until he transferred his services to Kogi state University, Anyigba in October, 2013 where he later became a Professor of Public Sector Accounting after favorable external assessment of his scholarly publications.
Ocheni served as Dean, Faculty of Management Sciences between 2014 and 2017 during which full Nigerian Universities Commission accreditation for both undergraduate and post graduate degree programmes In the Faculty of Management Science was secured.
As a mark of his sterling qualities, doggedness, determination and commitment to duty, Professor Ocheni has many professional recognitions and awards to his credit which include: Fellowships of the Association of National Accountants of Nigeria (FCNA); Charted Institute of Taxation of Nigeria (FCTI); Chattered Institute of Economics of Nigeria (FCE); Charted Institute of Public Administration of Nigeria (FCPA); African Business School (ABS); Association of Forensic and Investigative Auditors of Nigeria (FAFIA).
Professor Ocheni has served in many high profile administrative capacities: He was appointed by Governor Yahaya Bello as chairman, Kogi State Adhoc committee on Fiscal Responsibility in 2016 to work out strategies for the implementation of Treasury Single Account (TSA) and the Contributory Pension Scheme, Federal Housing Authority (FHA) Abuja, 2003-2005; Member, Management Committee, World Bank-Assisted Kogi State Essential Drugs program 1992-1997; Member, Nigeria Committee on International Public Sector Accounting Standard (IPSAS); Member, Nigeria Institute for peace and Conflict Resolution, Abuja, 2012-2013; Member, Nigeria Delegation to the United Nations General Assembly (UNGA) 2010-2013. He has also served as member of the Nigerian Universities Commission accreditation panel to several Universities since 2014.
Professor Ocheni has to his credit the publications of six (6) textbook and fifty articles in peer-reviewed international and local Journals and has delivered several papers at both local and international Conferences and Workshops. Professor Ocheni is presently the country Co-coordinator, Howard University Global Business Studies, Howard School of business, Washington DC, USA.
Permanent Secretary - Mr. Bolaji Adebiyi
Until his appointment and deployment to the Federal Ministry of Labour and Employment as Permanent Secretary, Bolaji Adebiyi was the Director Press in the Office of the Secretary to the Government of the Federation.
Mr. Bolaji Adekunle Adebiyi, hails from Lagos Island in Lagos State, started his education journey at the famous Ladi-Lak Institute, Yaba, Lagos State at end of which he went to Alafia Institute lbadan and then proceeded to Ibadan Grammar School, Ibadan before going to the Federal School of Arts and Science ,Victoria Island, Lagos. On successful completion of his Advanced Level General Certificate of Education (GCE) he proceeded to the University of Lagos where he bagged a Bachelor of Arts Degree Honours in History. A certified Public Information manager, Mr. Adebiyi is also a member of the Nigerian Institute of Public Relations (MNIPR).
Mr. Adebiyi joined the Civil Service in 1983 as an Information Officer and was made the Chief Press Secretary to the Honourable Minister of information in 1999 till December 2000 when he was appointed the Deputy Head of Information Centre, Nigeria Embassy, Washington D.C. U.S.A, from January 2001-December 2003.
He became the Director of Information, Presidency, Office of the Secretary to the Government of the Federation in January 2014 overseeing the Financial Budgeting for the Department, including Staff Complement, Formulation, articulation and implementation of strategies for effective publicity and public enlightenment, Press Relations, issuing of press statements, organization of press interviews, luncheons, dialogues, Daily media monitoring and issuance of rejoinders as may be necessary.
Including, Printing of Council documents, reports, white papers; writing of speeches, directories and specialized office stationary, Organization of familiarization tours and facility visits as necessary, Post-Campaign evaluation, Insertion of advertisements in both print and electronic media , Research work, organization of conferences, seminars, symposia, workshops and production of Audio-visual and photographic documentation.
Mr. Adebiyi has served under several Secretaries to the Government of the Federation which include: Alhaji Shehu Musa, Mr. Gray Longe, Chief S. Olu Falae, Alhaji Aliyu Mohammed, Alhaji Aminu Saleh, D. Gidado Idris, Chief Ufot Ekaette, Ambassador Babagana Kingibe; Alhaji Yayale Ahmed, Senator Anyim Pius Anyim and most recently Engineer Babachir David Lawal.
In August 17, 2017 he was promoted to the post of a Permanent Secretary and was posted to the Federal Ministry of Labour and Employment with the responsibility of managing both human and material resources of the Ministry of Labour and Employment, he has brought his wealth of experiences to bear in this new assignment.
